SECI invites proposals for 500-MW offshore wind energy project in Gujarat

Project to be set up in Gujarat with viability gap funding of about Rs 8 crore per megawatt

Mumbai: The Solar Energy Corporation of India (SECI) has invited proposals for setting up of a 500 MW capacity ISTS-connected offshore wind power project in Gujarat on build-own-operate basis.


An area of 202 sq km in the Gulf of Khambhat, off the coast of Gujarat, has been identified for the project.


The navratna company will enter into a power purchase agreement (PPA) with the successful bidder for purchase of power for a period of 25 years. Power procured by SECI from this project will be sold to the Gujarat Urja Vikas Nigam.

The project selected under this, will be eligible for viability gap funding (VGF) and the maximum amount eligible for the developer is about Rs 8.128 crore per MW of the contracted capacity.


The VGF will be disbursed in four phases — 25 per cent upon completion of foundation work, 35 per cent after commissioning 50 per cent of the project, 35 per cent after commissioning of the full project, and 5 per cent after one year of successful operation.

MNRE, or its designated agency will enter into the ‘Seabed Lease Deed’ for 35 years with the developer. The project developer will have to pay the annual floor lease fee of Rs 1 lakh per sq km for the entire lease period.


The successful bidder will undertake surveys of the seabed and associated development activities. Selection of the offshore wind power project (OWPP) will be carried out through e-bidding followed by e-reverse auction process. The project site identified will be allocated to a single bidder for setting up a single project.
